Mexican university professor, member of the Center for Strategic Development Studies of the Institute of Government Sciences and Strategic Development of the Benemérita Autonomous University of Puebla. Doctor of History from the University of Paris 1 (Sorbonne) and Law from the University Institute of Puebla. He is president of the Civil Association Citizen Observatory of Culture and Good Governance Practices and of the Mexican Committee for the Conservation of Industrial Heritage, as well as being a founding member of the Mexican Association for Economic History. He is also a member of TICCIH and the INCUNA network.
